Egypt strengthens Islamist role in cabinet, eyes IMF deal

CAIRO (Reuters) - Egypt's president added fellow Islamists to a reshuffled government on Sunday and the new finance minister pledged to finish talks on an IMF loan to stave off a currency crisis that risks provoking more popular unrest.

A senior IMF official is due in Cairo on Monday to meet Egyptian leaders over the $4.8 billion loan deal, which was postponed last month to give Egypt more time to tackle political tensions before introducing unpopular austerity measures.

The new finance minister Al-Mursi Al-Sayed Hegazy is an expert on Islamic finance and is seen as sympathetic to the aims and thinking of President Mohamed Mursi, elected in June, and to his Muslim Brotherhood. A Brotherhood spokesman denied Hegazy was a member but said three other new ministers were.

The new ministers in what is still largely a government of non-partisan technocrats take office in an economic crisis which has seen the currency lose more than a tenth of its value since the uprising two years ago which toppled Hosni Mubarak.

Political unrest over a new Islamist-tinged constitution had delayed tax increases believed to be key to the IMF deal, but in a brief statement, Hegazy said he was "completely ready to complete discussions" with the International Monetary Fund.

The political conflict triggered lethal street protests last month that added to pressure on the Egyptian pound and speculators began exchanging local currency for dollars.

As Hegazy spoke on Sunday, the pound reached a new low, trading at 6.45 to the dollar. It has lost more than 4 percent of its value against the dollar since the central bank brought in a new system of currency auctions on December 30 in an effort to preserve the country's dwindling foreign reserves.

Importers have warned that the weakening currency and uncertainty about how low it will go could lead to sharp rises in the prices of imports including food.

Hegazy, who replaces Mumtaaz Al-Saeed, a career bureaucrat, teaches economics at Alexandria University. In 1985, he earned a doctorate from the University of Connecticut, according to a biography provided by Alexandria University. It listed two dozen papers on Islamic economics which he had written or reviewed.

Religious strictures on charging interest on loans creates particular economic conditions for Muslim businesses.

The Muslim Brotherhood now controls eight of some 35 portfolios in Prime Minister Hisham Kandil's cabinet, including the influential supply, information and housing ministries.

"Dr. Mursi would like to be sure that he has a cabinet which shares his major orientations," said Mustapha Kamel Al-Sayyid, a professor of political science at Cairo University.

"He wants to be surrounded by like-minded ministers."

RESERVES CRITICAL

The IMF signed the loan deal in November but final ratification was postponed last month at Cairo's behest because of the unrest set off by Mursi's drive to fast-track a controversial new constitution.

Fearing further public anger at the time, Mursi cancelled tax increases believed to be part of a package of austerity measures agreed as part of the IMF deal.

The constitution was approved in a popular referendum and signed into law on December 26.

The IMF said on Saturday its Middle East director, Masood Ahmed, would visit Cairo to meet Egyptian officials to discuss recent economic developments and "possible IMF support for Egypt in facing these challenges".

Prime Minister Kandil said Monday's meeting aimed to reassure the IMF about the government's plans and the economy's capacity for recovery.

The Brotherhood is wary of any government measures that could damage its popularity ahead of a parliamentary election due to get under way by the end of February.

The IMF deal is seen as vital for boosting investor confidence and staving off a financial crisis.

Having spent more than half the country's foreign exchange reserves defending the pound since Mubarak was toppled, the central bank has warned the reserves had fallen to a critical level. Economists say the country's readily available foreign reserves will cover just over two months of imports.

The central bank said the reserves were at $15.015 billion in December - little changed from November's level.

The pound slid by half a percent on Sunday at the central bank's fifth auction of foreign currency under the new auction system designed to preserve the reserves.

The bank sold all of the $60 million it had offered to banks at Sunday's auction. Last week, the bank sold $300 million at four similar auctions which bankers have described as a move towards a free float of the currency.

We?d never seen this before, a playoff Sunday with three rookie quarterbacks starting, and if you were hoping for one of them to put up spectacular passing numbers, you turned off your TV feeling disappointed. But one of those three rookie quarterbacks, Seattle?s Russell Wilson, was anything but a disappointment.

It really is amazing, thinking back over the last year, to consider that Wilson now stands head and shoulders above the rest of this year?s fantastic class of rookie quarterbacks. Andrew Luck, the can?t-miss prospect drafted first overall by the Colts, had a phenomenal rookie season that came to an end with a tough loss to the Ravens. Robert Griffin III, the Heisman Trophy winner drafted second overall by the Redskins, hobbled around on a bad knee against the Seahawks until it buckled underneath him and he limped off the field, ending his own phenomenal rookie season.

But there?s Wilson, the allegedly too-short quarterback drafted 75th overall by the Seahawks, still alive heading into the divisional round, where he?ll lead the Seahawks against the Falcons next weekend. And Wilson was better than either of his fellow rookies on Sunday, completing 15 of 26 passes for 187 yards with a touchdown and no interceptions, and adding 67 rushing yards on eight carries.

Wilson was good all season, but he really arrived on Sunday. It?s not just that he?s got the arm and the feet to threaten any NFL defense, it?s the way he commands an offense and leads a football team. It?s the way he runs out in front to throw blocks to spring Marshawn Lynch for big gains. It?s the way he knows when to tuck the ball under his arm and take off running, and when to stay in the pocket and scan the field for an open receiver. It?s also the way he knows ? and this is important ? when to take a sack and when to throw the ball away when there are no plays to make, as he wisely did a few times on Sunday.

I don?t know how Wilson will compare to Luck and Griffin when we?ve had several years to compare their careers, but I do know this: Russell Wilson has arrived as a legitimate NFL star. Not bad for a rookie who was supposed to be too short.

Wilson was my favorite player on the field Sunday. Here are some other observations:

Line judge Mark Perlman made the call of the playoffs. Seahawks receiver Sidney Rice made a sensational 27-yard catch along the sideline in the second quarter, but the first official on the play ruled that Rice didn?t get his feet down inbounds. Perlman was the official who correctly came in and overruled his colleague, calling it a catch. The NFL uses all-star officiating crews during the playoffs, meaning these officials haven?t been working together all season, and sometimes postseason officiating is criticized because the officials don?t work well together as a unit. But Perlman did his job perfectly on that play.

We narrowly missed one of the all-time great playoff moments. When Colts quarterback Andrew Luck had a pass deflected at the line of scrimmage in the second quarter, it bounced right into the arms of Ray Lewis, playing in Baltimore for the last time. It would have been an easy interception, and given how much daylight he had in front of him, Lewis might have taken it back for a touchdown. That would have been an amazing way for Lewis to go out in style in Baltimore, but unfortunately he dropped the pass. ?I?ll never live that down,? Lewis said after the game. Actually, everyone in Baltimore will gladly overlook it. But it would have been some great moment.

The Colts need to revamp their offensive line. It was amazing how often Luck would take the snap, drop back and have three Ravens in his face before he could set his feet in the pocket. The offensive line has been a major problem for the Colts all season, and it?s a testament to Luck?s toughness that he managed to stay healthy the entire year. Luck is going to be a great quarterback for a long time, but the Colts can?t let him get killed back there.

Colts receiver T.Y. Hilton had my favorite play of the day. With the Colts facing third-and-26 with 12 seconds left in the first half, Luck found Hilton open about 20 yards downfield. Luck?s throw was too high, but Hilton leapt up and caught it, then raced past three Ravens defenders (picking up a nice block from tight end Coby Fleener) to get the first down and then get out of bounds with three seconds left, setting up Adam Vinatieri?s 52-yard field goal as time expired in the first half.

Who says fullbacks are dead? The fullback position isn?t used as often in NFL offenses as it once was, but all four teams that won this weekend got key plays from fullbacks. Seahawks fullback Michael Robinson and Ravens fullback Vontae Leach both scored touchdowns on Sunday. Packers fullback John Kuhn scored two touchdowns on Saturday. And Texans fullback James Casey had a 20-yard catch and also did an outstanding job as a lead blocker for Arian Foster in the weekend?s first playoff game.

Reggie Wayne is building his Hall of Fame resume. It should come as a surprise to no one that the NFL record for all-time postseason catches is owned by Jerry Rice. But I bet a lot of people will be surprised to learn that Colts receiver Reggie Wayne is No. 2. Rice had 151 catches in his 29 career playoff games, a record that may never be broken. But on Sunday Wayne played his 18th career postseason game, and his nine catches against the Ravens moved him ahead of Michael Irvin and Hines Ward, into second place on the all-time playoff receiving list, with 92.

The story of the day is the injury suffered by Robert Griffin III. A day that started with a report that the Redskins had disregarded medical advice to rush Griffin onto the field ended with Griffin exiting with a knee injury. Redskins coach Mike Shanahan has to be regretting his decision to let Griffin play on a bad knee. Here?s hoping bad knees don?t slow Griffin?s progress. We should be seeing him square off with Wilson in the NFC playoffs for years to come.

Poll: Few Americans know all the risks of obesity

WASHINGTON (AP) ? Heart disease and diabetes get all the attention, but what about the many other ways obesity can damage your health?

Carrying too many pounds may lead to or worsen some types of cancer, arthritis, sleep apnea, even infertility. But a new poll suggests few Americans realize the links.

Only about one-quarter of people think it's possible for someone to be very overweight and still be healthy, according to the poll by The Associated Press-NORC Center for Public Affairs Research.

Ask about the most serious consequences, and more than 7 in 10 Americans can correctly tick off heart disease and diabetes. Heart disease is the nation's leading killer, and diabetes and obesity are twin epidemics.

The other consequences aren't so well known.

"People are often shocked to hear how far-reaching the effects of obesity are," said Jennifer Dimitriou, a dietitian at New York's Montefiore Medical Center.

Just 7 percent of people surveyed mentioned cancer, although doctors long have known that fat increases the risk of developing cancers of the colon, breast, prostate, uterus and certain other sites. Plus, being overweight can make it harder to spot tumors early and to treat them.

Then there's the toll on your joints, especially the knees. About 15 percent of people knew obesity can contribute to arthritis.

High blood pressure, high cholesterol and strokes were fairly low on the list. Infertility didn't get a mention.

Also, 5 percent put respiratory problems on the list. Studies show people who are overweight are at increased risk of sleep apnea and asthma, and that dropping pounds can help improve their symptoms.

Knowing more about the myriad ways obesity affects health could help motivate people to get more active and eat better before full-blown disease strikes, Dimitriou said.

Here Comes The Student Loan Bailout | Zero Hedge

2012 is the year the student loan bubble finally popped. While on one hand the relentlessly rising total Federal student debt crossed $956 billion as of September 30, and was growing at a pace that will have put it over $1 trillion by the end of 2012, the one data point confirming the size, severity and ultimately bursting of this latest debt bubble was the disclosure in late November by the Fed that the percentage of 90+ day delinquent loans soared from under 9% to 11% in one quarter.

Which is why we were not surprised to learn that the Federal government has now delivered yet another bailout program: this time focusing not on banks, or homeowners who bought McMansions and decided to not pay their mortgage, but on those millions of Americans, aged 18 to 80, that are drowning in student debt - debt, incidentally, which has been used to pay for drugs, motorcycles, games, tattoos, not to mention countless iProducts. Which also means that since there is no free lunch, all that will happen is that even more Federal Debt will be tacked on to replace discharged student debt loans, up to the total $1 trillion which will promptly soar far higher as more Americans take advantage of this latest government handout. But when the US will already have $22 trillion in debt this time in four years, who really is counting? After all, "it is only fair" that the taxpayer funded "free for all" bonanza must go on.

The latest debt bailout, not surprisingly is not titled "Yet another taxpayer funded bailout for those who bought things they can't afford on credit" as that would not be very politically prudent, especially for those politicians who still have taxpaying citizens as their voters. Instead, its name is the much more PC: "Pay as You Earn Repayment Plan." Alas, it really should be called the former, because what it does is it incentivizes Americans to borrow even more Federal student loans, well aware that there will now always be a cap on the associated monthly interest payment which will never leave a mark regardless what the full underlying loan notional is. It also provides for full debt discharge should the borrowers end up with cushy Federal jobs - because the one thing the US government needs afford is more debt-saddled government workers.

What is the "Pay as You Earn Repayment Plan"? The WSJ explains:

A new federal program should make it easier for some recent college graduates to keep their student-loan payments manageable.

The new option, known as the "Pay as You Earn Repayment Plan," lets eligible borrowers sharply lower their monthly loan payments and qualify for loan forgiveness quicker than they might otherwise.

"It's a very good safety net for students who borrow too much," says Mark Kantrowitz, publisher of the financial-aid site FinAid.org. "If your debt exceeds your annual income, you will probably benefit."

?

Pay as You Earn, which took effect on Dec. 21, "is designed to help offset the effects of the recession for student borrowers most likely to take a hit in this tough job market," says Lauren Asher, president of the Institute for College Access and Success, which has pushed for the creation of income-based repayment plans.

Which in the New Normal, means everyone with a student loan will benefit. It also means, that courtesy of knowing this safety net is there, more and more people will take advantage of the government's latest generosity with other taxpayer's money.

What are the terms of this new bailout?

The new program comes at a time when rising student-loan balances?amid a still shaky job market?have weighed heavily on many families.

Typically, federal student loans must be repaid within 10 years. At current interest rates, that can work out to a monthly payment of roughly $300 for a borrower with $26,000 in debt.

Pay as You Earn, by contrast, limits student-loan payments to 10% of "discretionary income" as defined by government formulas. Borrowers who make regular payments could have the remaining unpaid amounts forgiven after 20 years.

So much for student debt being non-dischargeable: borrow hundreds of thousands, but make your monthly payment of a hundred or so bucks, and in 20 years you will be debt free, courtesy of US taxpayers. Actually, scratch that: one doesn't even have to make a payment!

In some cases, borrowers with low incomes could be required to make a zero-dollar payment and would still be considered current on their loan. Monthly payments can increase or decrease each year based on the borrower's income and family size.

For those who think getting full debt forgiveness in 20 years is far too long, why there's a loophole for that too: just go "work" for Uncle Sam:

Borrowers with public-service jobs may qualify for loan forgiveness after just 10 years.

As for eligibility "constraints":

To be eligible for the program, borrowers must have taken out their first federal student loan after Sept. 30, 2007, and received at least one federal student loan after Sept. 30, 2011. Borrowers also must meet eligibility cutoffs based on the size of their debt, their discretionary income and family size.

The U.S. Department of Education's Pay As You Earn calculator, available at studentaid.gov, can help you determine if you qualify. Borrowers can apply for the program online or by contacting the loan servicer that collects their payments on behalf of the federal government.

In other words, virtually all people who were responsible for the diagonal take off in the Federal student loan total in the current depression are now eligible for what will eventually be full debt discharge.

So let's get this straight:

  1. go to some "everyone who applies is admitted" community college
  2. take on the biggest Federal loan one can get
  3. use the proceeds for everything besides the tuition (of course)
  4. be unable to find a job after graduation (naturally)
  5. plead poverty, accusing evil employers who don't hire those who majored in Foosball, and make "zero" payments while remaining in "compliance"
  6. get a job working for the government, wait ten years, and have the entire loan magically disappear.

And there it is: incentives for the common, and very much broke, man in the New Normal.

If there is anyone out there who thinks this will not result in a "charge it" feeding frenzy and that the Federal student loan total will not go absolutely parabolic going forward, please raise your hand.

Of course, what is not discussed, is who is on the other side of all those forgiven loans. And the answer, dear taxpaying US readers, is starting at you in the mirror. Because all the Federal government will do is transfer the unfunded obligation, which has already been used to satisfy the purchase of goods and services, from one individual to the whole group.

But when one is dealing with the government of a country that is no longer even fit to be defined as "banana", what is adding one more trillion between already insolvent counterparties.

Finally, yes, this means the Fed just tacked on one more year of QE to its $1 trillion/year in US debt monetization, which also means the Fed's balance sheet will now also be used for to fund student loan forgiveness, among so many other things.

Insolvent students of the world, unite!

Samsung working on fix for 'sudden death' bug affecting some Galaxy S III owners

If you own a Galaxy S III that appears to have suffered some form of cardiac arrest, failing suddenly for no apparent reason, Samsung is aware of the problem, and is working on a fix. The issue, being referred to in the forums as "sudden death," seems to be relatively rare: a Samsung spokeswoman told Tweakers that the problem affects "only a very limited number" of devices. So far, we know the problem applies to users running the stock software, as well as custom ROMs. For whatever reason, too, these defective models are all 16GB variants, according to Samsung. In any case, Sammy says it will push out a firmware update to correct the problem, though the company hasn't said when that patch will be ready.

Approaching Education like Zappos.com | EduFlections

About this post:?In April of 2012, I attended a workshop/session at Iowa 1:1 Institute in Des Moines, IA led by John Nash,?Associate Professor of Educational Leadership Studies at the University of Kentucky. ?The session was titled ?How to Include Students as Co-Designers in your 1:1 Planning?. ?As an introduction into why we need to consider students in the design and implementation of new policies and procedures, Nash drew a brief comparison between education and Zappos.com. ?It was a seedling that I?ve been thinking about for the past few months (while doing some online shopping) and this is where my educational philosophy has ended up.

Have you ever ordered anything from Zappos.com? ?It?s your standard online retail store, specializing in shoes. ?Nothing glitzy or radically innovative on the surface. ?And yet is stands as the model I think about when approaching my classroom and education in the future.

Customer Service

Zappos does the same thing that many other online (and physical) retailers do. ?Where they separate themselves is in their customer service. ?So why should education follow these footsteps? ?Education is a service and teachers are in the service industry. ?We don?t make anything; we don?t build anything. ?Rather than focus on the things, we should focus on people we serve: our customers.

This can snowball into a larger debate: ?Who is the customer?? in terms of education. ?Parents? Community? Students? I feel like my profession doesn?t exist without my students. ?I serve no purpose if I serve no students. ?Students in our classrooms and in our schools are our customers, and too often education only refers to and insinuates their needs and desires. ?(read more in a post by John Nash on Service Design and Education) ?Zappos has become successful because of their commitment to their customers, addressing needs, considering feedback and creating an overall environment centered around the consumer experience. ?Can educators duplicate that commitment?

Free Shipping

One things Zappos does to entice its customers is to offer free shipping, everyday and with no strings attached. ?They make their product very easy to get. ?It?s not that paying for shipping is that much of an obstacle if I really wanted a pair of shoes, but the fact that the company is willing to offer me that little extra in order to make their products more accessible does not go unnoticed. ?Do educators send a message to the students that we think learning should be easily accessible? ?Sometimes it feels like the system is setup so that students, parents and teachers are more concerned about the end product (the grade, the test, the score) than the process (the learning). ?Those ends results are inevitable: there will be shoes at Zappos, there will be tests in education. ?But focusing on those end details don?t necessarily create a recipe for success. ?Schools and businesses have to find a way to connect to their consumer and think about the best way to deliver their service in an easy and pleasing fashion.

Options

I go to Zappos to find shoes. ?That?s not really innovative and can be done at most online retail shops. ?One thing Zappos does real well is providing its customer with many different search options. ?I can search shoes by size, by color, by brand, by occasion, by heel height, by material, by season, by accents ? - you get the picture. ?The end results is a customized shopping experience, built around options that I choose. ?The searching options allow me to focus in specifically on what I want rather than searching through the exact same standard search pages that every other consumer does. ?Do our students have the ability to customize their own learning experience or do we have them cycle through the same educational experience as every student? ?Educational psychologists have done extensive research on personalized learning theories, most notably Thomas Dewey and Howard Gardner. Students learn better when they are personally invested in the material and the process. ?Customization, options and differentiation is the way to do this. ?Allow students to reach the end objectives through their own chosen path. ?Zappos doesn?t care if I find the Franco Sarto Track book by searching through 100 pages, creating a customized search or ?by searching customer reviews ? - they just want me to get from point A to point B. ?Each educational objective is a similar learning journey: start here and by the end, be here. ?Let students play a role in the customization of their educational experience by giving them options and supporting that journey.

Return Policy and Follow-Up

Zappos is relentless in their follow-up to every purchase. ?They want to know if the product and the experience was satisfactory. ?And they truly care about that feedback. ?I had to return a pair of shoes once because it was the wrong size. ?They apologized, the return shipping was free and they sent me a new size immediately ? - before I could pack up the old shoes and send them back. ?It wasn?t about who?s fault it was ? - there was no fault, just an unsuccessful purchase. ?But they reached out, inquired about the purchase and immediately set out to improve my shoe buying experience. ?Do educators seek out feedback from students about their overall educational experience, including policy, procedures, etc.? ?This echoes a lot of what John Nash talked about in his workshop about including students in rolling out a 1:1 program. ?We do these things in education ?for the students?, yet many times never consult a student on the design and implementation of different programs. ?Most professional development is designed to make us better educators ?for our students?, but how often are students involved in professional development?

The extension of asking for feedback is following up and acknowledging that feedback. ?How do we respond to student feedback? ?Every shopping experience at Zappos might not work for everyone, just like each educational approach might not work for every student. ?Zappos believes that if it doesn?t work for you, return it and they will do what they can to ?get it right?. ?Educators should make a similar commitment to ?getting it right? for the students; gathering feedback and modifying the experience until the outcome is satisfactory for everyone.

Personal Interests

Last fall I bought a nice pair of black ankle boots through Zappos. ?Yesterday I logged on and Zappos generated some suggestions for me based on my previous shopping experience. ?They also have geographical information on me and suggested some shoes based upon the winter months in Iowa. ?Maybe they know too much information about me. ?Maybe it?s like an invasion of privacy. ?I like to think of it more like they keep in mind my personal interests and use that information to make my next experience one I?m more likely to be interested in. ?Do we know our students well enough to be able to create learning experiences that incorporate their personal interests? ?I?ve never read a word of Twilight or Harry Potter, but I understand that many of my students not only have but are unnecessarily fanatic about them. ?So every once and awhile I reference them and other pop culture phenomena in our activities. ?This takes a cookie-cutter activity and makes is a more personal one that they students are more likely to connect to. ?Being aware of student personal interests can also help out in the customization options I mentioned earlier.

Connecting with the customer and setting out to enhance their experience has a tendency to get a lot of eye rolls and criticism from the educational community because it?s too fluffy sounding. ?We can?t allow students to dictate the future of education ? - we have to live in the real world where there are mandates and standards, a common core and decades of educational research that shouldn?t be replaced in order to just put smiles on a 14 year old?s face. ?And I couldn?t agree with that point more . . .

Quarterly Projections and Objectives

Let?s not make any mistake about it: ?Zappos is in the business to sell shoes. ?They have a bottom line, sales goals, quarterly reports, stakeholders, quotas and everything like that. ?All those fluffy things they do to enhance the consumer experience are great, but in the end if they don?t sell X amount of shoes in a month, it really doesn?t matter. ?Schools are much the same way. ?No Child Left Behind or not, public schools will always answer to some state or federal standards. ?Test scores matter. ?Graduation rates matter. ?In my own classroom, I have standards and objectives to reach in every unit. ?The goal is to get there, to meet those objectives. ?What pathway do I take to get there? ?Zappos chose to reach those objectives by dedicating themselves to customer service. ?By adopting that philosophy, I can reach my objectives while creating a positive learning experience for my students. ?It?s not a choice between the two: meet educational objectives or make my students happy. ?It?s symbiotic; each part enhancing the success of the other.

Not ?Schools Run Like a Business?

Just Google ?Schools Run Like a Business? and the literature from pundits will overwhelm you. ?I don?t feel like this philosophical approach to education is promoting schools run like businesses. ?Schools are not the place for a ?no shirts, no shoes, no service? type of mentality. ?Certainly poverty and funding play a huge role in educational success, and I?m not suggesting that poor performing schools go the way of WonderBread, leaving us with only profitable institutions. ?It?s more about the mindset of successful business leaders and the philosophy behind building a successful business. ?Guy Kawasaki, a venture capitalist tied to Apple?s success, cites these 10 steps for a successful leader in business: Be likable, be trustworthy, perfect your service, tell a great story, overcome resistance, make your enchantment enduring, be a great presenter, use technology, enchant up and enchant down (read full article here). ?Which of those principles could not be applied to a successful educator?

Conclusion

Guy Kawasaki and Apple have been quite successful over the past decade or so. ?So has Zappos.com. ?Unfortunately you?ll find enough people that believe that the educational system doesn?t experience that same amount of success. ?I don?t think that things are categorically bad or broken right now, but I do think that schools can gain momentum if we approached education like Zappos.

?When you have two coffee shops right next to each other, and each sells the exact same coffee at the exact same price, service design is what makes you walk into one and not the other? ?(31 Volts Service Design, 2008,?cited in Stickdorn & Schneider, 2010, p. 33).

Why do students walk into our schools everyday? ?Geography isn?t a good enough reason for me ? - however unrelenting that reason is. ?What experience do we offer students that other institutions don?t? ?How can we be different?

(AP) ? Two national environmental groups are calling for a halt to federal permits for Arctic offshore petroleum drilling after the grounding of a Royal Dutch Shell PLC drill ship off Alaska's coast.

Representatives of the Natural Resources Defense Council and The Wilderness Society say Shell has demonstrated it's not ready to drill in Arctic waters. They say the risks are too large to make mistakes in one of the most fragile places on earth.

The drill ship Kulluk performed preliminary work on a well during the open water season in the Beaufort (BOE-fort) Sea. It was being towed to Seattle last week for upgrades when it became separated from tow lines.

Efforts to maintain reattached lines failed and the barge ran aground Monday night on Sitkalidak (sit-ka-LEE'-dack) Island near Kodiak.
